Karlsruhe, in south-west Germany, is often said to have been the planning model for Washington DC. And, like the American capital, it is also home to some of the highest courts in the land. Locals are, however, quick to point out that their city is more than just an administrative centre. There are castles and churches, palaces and gardens, all within easy reach.
